Why a Mumbai programme is planned backwards

Most cities are programmed forward from a start date. Mumbai is programmed backwards from the monsoon. Roughly four months of the year are effectively closed to open excavation and heavily constrained for trenchless work, so a route that has not cleared its permissions by May is a route that waits until October.

That single fact reorders everything. Permission files open far earlier than the construction date suggests, material and rig allocation are committed against the dry window, and any slippage in approvals costs a season rather than a fortnight. Four authorities, one corridor

A route running from Greater Mumbai into Navi Mumbai or Thane crosses between municipal corporations that each hold their own road-cutting regime, deposit basis, restoration specification and inspection practice. Add the metropolitan development authority on its corridors, the metro on its alignments, the highways department on the arterials and the port trust near the docks.

Reclaimed ground and coastal conditions

Substantial parts of the island city and the western suburbs sit on reclaimed land, and made ground of varying composition behaves quite differently from natural profile beneath it. For drilling that means variable bore conditions over short distances, and for reinstatement it means settlement risk that a restoration inspector will notice.

Salinity and a high water table complicate both survey and excavation. Bore profiles here are designed with those conditions read into them rather than lifted from a standard detail, and where the ground is genuinely marginal we say so at the method statement stage.

Working when the city allows it

Arterial roads across the region are effectively unavailable during the day. Most of our Mumbai execution happens in night windows negotiated with the traffic police and the relevant corporation, which means crew rotation, lighting, barricading and noise compliance are all programme items rather than afterthoughts.

Night working also changes productivity assumptions. A metre rate quoted against daytime open-country conditions has no meaning on a Mumbai arterial, and we price the two separately so the comparison a client makes is an honest one.

Restoration to each corporation's specification is priced separately too, because the standards differ across the boundary and treating them as one number simply moves the argument to the final bill.
