Quick AnswerAhead of a dig on any BMC road, a Bhubaneswar Municipal Corporation GPR survey sets out where TPCODL cables, WATCO water and sewer pipes, fibre ducts and storm drains lie. Ground penetrating radar (GPR) crosses the red laterite, live cables are traced, and the sheet gives depths with every crossing flagged. Curious how WATCO, TPCODL and operator lines become separate layers? See our note on utility mapping.

What is a Bhubaneswar Municipal Corporation utility survey?

A site exercise that pins down every cable, pipe, duct and drain under a road in the capital, with rough depth, so cuts, bores and footings avoid them. On a ground penetrating radar survey, the cart sends radio waves into the road and records the echoes they return. Locator tracing of live lines and manhole checks join the radar results on one sheet for the design office and the site gang.

Bhubaneswar Municipal Corporation was formed in 1994 and runs 67 wards over roughly 161 square kilometres, under the Odisha Municipal Corporation Act, 2003. The capital was planned from the late 1940s onwards, so its older sectors have a regular road grid; the newer edges have grown faster than their service records.

Our clients here are firms holding BMC, WATCO or BDA orders, power and telecom companies pulling cable, and consultants wanting an existing-services layer. A lone crossing can take half a day. A whole-ward utility survey needs a fixed programme, staged release of lengths and a sheet set a GIS desk can import.

Who runs which network in Bhubaneswar?

Several agencies share the city's underground space, and the corporation is only one of them. BMC holds roads and storm drains, and the Water Corporation of Odisha (WATCO) runs piped water, sewerage and the Drink from Tap programme. TP Central Odisha Distribution Ltd distributes power, Bhubaneswar Development Authority plans the metropolitan area, and Bhubaneswar Smart City Ltd runs Smart City projects. Operators hold telecom ducts. Each files plans to its own accuracy, so we pool them and prove each of the utility lines on the road.

What sits under a rebuilt Bhubaneswar road?

On roads rebuilt under the Smart City programme, services sit in planned ducts and corridors; on older roads, they are wherever each agency could fit them. Bhubaneswar topped the first round of the national Smart Cities Challenge in 2016, and its Smart City company has since rebuilt several roads with ducts and organised footpaths.

Illustration: services split between the two footpaths, with ducts crossing at junctions, the stretch where most surprises occur.

Even along a rebuilt Smart City road, lines laid on site wander from the design, and later connections slice across the ducts. Bhubaneswar Smart City Ltd-scale work across whole blocks is explained in what we do: smart city underground mapping.

How does laterite affect the scan?

Bhubaneswar stands largely on lateritic ground, which gives the radar useful depth when dry but scatters the signal where it is gravelly or hardened. Laterite is iron-rich, and its electromagnetic properties vary. Hard, cemented layers reflect strongly and can hide what is below. In the monsoon the upper soil holds more water, its electrical conductivity rises and the signal shortens.

Each stretch gets its own antenna and spacing, hardpan laterite earns extra transverse runs, and iron pipes and cables are chased by locator. Iron-bearing gravel can nudge a locator reading, so traced positions are tested against the data collected by radar and at manholes. For Odisha laterite and monsoon effects, read about GPR survey in Bhubaneswar.

What has changed underground in recent years?

A good deal. After Cyclone Fani struck Odisha in 2019, power lines in parts of the capital moved underground. Water and sewer networks were extended and renewed. The state cancelled the earlier Bhubaneswar metro contract in July 2025 and said a fresh plan would be prepared, so any corridor reserved for it may yet see new work.

These schemes left older lines in place, so superseded pipes and dead ducts often lie beside new ones. Our sheet separates working from redundant, or says plainly where it cannot, which is why manhole checks and locator-led utility detection count for so much here.

Any Bhubaneswar sheet older than a few years is only a first clue. For WATCO and BMC files, dry-season timing and pits, read utility survey guide for Bhubaneswar.

Which survey suits which Bhubaneswar job?

Match the scope to the purpose.

Why you need itArea we scanKey output
Road cutting applicationYour planned cut plus a buffer on both flanksDepth-marked plan of each line the cut meets
Fibre or power cable laying, including boresDense runs flanking the intended routeGap at each crossing, launch and exit pit notes
Road rebuilding or drain worksKerb to kerb, plus both footpathsServices the designer must keep, move or protect
Bid documents or a project reportThe whole corridor, with covers lifted where allowedLayered drawing set and a line-by-line register

Table note: carriageway edges, kerbs and levels can join the same visit via a topographic survey for Bhubaneswar sites.

Cutting forms, charges and reinstatement terms belong to the agency holding that particular road, BMC or another, and are revised periodically, so none appear here. What our sheet gives is the evidence such a file asks for.

What does a Bhubaneswar survey cost?

In the capital a standard scan is billed at ₹24 per metre and an L-section at ₹32, and no project goes below ₹1,00,000.

  • Discount on the whole order: 25% above 100 km, 40% above 500 km, 50% above 1,000 km
  • GST extra
  • Bhubaneswar mobilisation, if chargeable, appears as its own line in our quotation

Thirty kilometres of cable route at the standard rate totals ₹7,20,000, and a 3.5 km L-section ₹1,12,000, each plus GST. Once the order is placed, the surveyor we keep in Bhubaneswar starts at once, and one business day is the outer limit.

How are cyclone-era cables and Smart City ducts recorded?

After Cyclone Fani, much of the city's power went underground, and the Smart City programme added ducts beneath rebuilt roads. Records from those years vary in quality. On BMC jobs we tie each route to DGPS survey in Bhubaneswar. Pits, joint bays and road edges are levelled through a total station at duct chambers and junctions. Buried utilities found by locator and radar are drawn on that base, giving the next contractor coordinates to trust.

Working with BMC and the firms on its roads

Odisha jobs go to Mezux Touch's salaried engineers and company-owned GPR, never to hired crews. Since 2003 our crews have logged over 1.5 lakh km. The firm owns 58 radar sets, and its management runs to ISO 9001, 14001 and 45001. Bhubaneswar Municipal Corporation has commissioned those engineers itself. Contractors, designers and cable agencies on BMC, WATCO or BDA construction projects bring us in as well.

Frequently asked questions

Does WATCO or the corporation own the water pipes?

In Bhubaneswar, piped water and sewerage are run by WATCO; roads and storm drains largely by the corporation. Records may sit with either.

How far beyond BMC limits do you go?

The whole city and the wider metropolitan area; see survey coverage in Bhubaneswar.

Is hard laterite a problem for GPR?

Hardpan can screen lines below it; extra transverse runs and locator checks on metal lines offset that.

Can you check a Smart City duct before new cables go in?

Yes. Its route, depth and crossings are confirmed by scan in real time, faster than lifting every chamber along it.

Do you keep scanning through Odisha's monsoon?

Yes. Monsoon-soaked soil cuts depth, so deep lines may get trial pits or a rescan once it dries.

Can the sheets come as GIS files?

Yes, plus AutoCAD and PDF, on whichever grid you name.
